right now. >> lehrer: do you think you have a difference with your views and those of governor romney about education? >> this is where budgets matter because budgets reflect choices. so when governor romney indicates that he wants to cut taxes and potentially benefits folks like me and him and to pay for it we're having to initiate significant cuts in federal support for education that makes a difference. his running mate, congressman ryan, put forward a budget that reflects many of the principles that governor romney's talked about. and it wasn't very detailed. this seems to be a trend but what it did do is to -- if you extrapolated how much money we're talking about you'd look at cutting the education budget by up to 20%. when it comes to community colleges. we are seeing great work done out there all over the country because we have the opportunity to train people for jobs that exist right now. and one of the things i suspect governor romney and i probably agree on is getting businesses to work with community colleges so that they're setting up their training programs. >> lehrer:

. where do you see this right now? where do you see this going? >> reporter: well, mitt romney energized not justs had supporters of republicans and conservatives across the country, but even his own campaign, who i think having talked to them acknowledged they had trouble with their own message, that they had been sort of chasing the shiny penny, as one adviser put it today, that they feel like they've had a reset button, if you will. they certainly also feel like they've got an opportunity now to focus on different sorts of issues. on monday, mitt romney is going to give a major speech at v.m.i. on foreign policy. he will attack the president on what has happened in libya. they are considering a big economic speech. they're also considering a big deficit speech. there are some people who are deep in policy who say maybe mitt romney should have done this before these big policy speeches that ridiculous missing from the campaign. but you soo a campaign that is trying to shift on this issue and feels engilessed by it. as for obama's team i think it was in some ways a wake-up call, and a w

debates is an opportunity for romney to try to shake up the race. if you look at the polling in pretty much every swing state right now, there are a couple of exceptions, missouri being one of them. almost every swing state thement opened up a significant lead outside the margin of error in most cases. if tea lex were to be held today, it would be a shock if mitt romney were to win. he has to find a way to shake up that narrative. >> one of the things we've seen in the polls is older voters moving more in the direction towards president obama, and one of the key issues in this campaign has been medicare which has really been brought to light since mitt romney brought on paul ryan as his running mate. do you think retrospectively that could actually cost him? >> i think this is more about mitt romney than it is about paul ryan. it's always more about the principal than it is about the vice presidential candidate. that being said, when you talk to trks over the last few years, ever since paul ryan unveiled his medicare plan several years ago, what they've said is we hope we can play even

is-- where we are right now is utterly, totally irrational. and i think whether it's president obama, who would have to fundamentally change his strategy, or governor romney who din fact, work with democrats when he was the governor of massachusetts, whoever is president, if they're serious about solving this, has to reach out. i want to make a deeper point which is what michelle has been doing. it isn't enough to talk about bigger or smaller. we need a scale of innovation in getting these things to work. it's not about a cheaper or more expensive public school system butta system that works. it's not about the current unemployment system but one that we train workers. we don't have-- in this city we have .01% of the innovation we need, publicly in the public sector. >> we have a tax system that is crazy, bob. we have a tax system that rewards corporations for moving jobs overseas. you don't hear that discussed very much. we have a situation where banks were bailed out to the tune of $700 billion, and they're not willing to bale out homeowners sitting with high-bubble interest rates
